Victoria Rinehart is a Field Account Manager with experience in large Public Sector and Labor Accounts.   She has over 25 years’ experience at UnitedHealthcare.  She started her career in the customer Service department as a Customer Service Supervisor and Manager.   Victoria joined the Account Management team in 2011 and has a dedicated focus on local government agencies, labor and education.   As a Field Account Manager, her role is to assist human resource personnel with monitoring and resolving service issues, educating, and communicating UHC programs and services, attending and supporting open enrollment meetings, wellness planning and coordinating wellness events and meetings regularly with the customer to help optimize the customer experience.  She has a passion for educating members on the tools and resources UnitedHealthcare offers, energizing others to take on healthy behaviors and building relationships and trust with her clients.

She graduated from The University of North Carolina at Charlotte with a degree in Philosophy. Outside of work Michelle enjoys traveling the world and exploring new cultures.

Janine Ziegler, Executive Account Manager for the Kaiser Permanente DC/Suburban Maryland Public Sector Account Management Team, manages one of the largest membership books of business in the Mid-Atlantic Region. In this capacity, she is responsible for more than 300 million in annual revenue from the region’s top public sector accounts. The Government of the District of Columbia, District of Columbia Public Schools, Prince George’s County Public Schools, Prince George’s Community College and M-NCPPC are among the clients in Janine’s book of business.

A seasoned healthcare professional with more than 35 years’ experience in the industry, Janine comes with a wealth of experience and breadth of knowledge across the healthcare spectrum.  Janine began her career in medical office management in her hometown of Easton, MD, then moved into hospital administration at the Georgetown University Medical Center in Washington, DC, after which she transitioned into project management and healthcare finance for a Northern Virginia Hospice organization. She is known as a dynamic group motivator with proven accomplishments in the areas of organizational leadership and process improvement.

During her 20-year tenure in Account Management at Kaiser Foundation Health Plan of the Mid-Atlantic States, Janine has consistently modeled premiere account management.  Her positive, go getter attitude has contributed to her successes in contract negotiation and execution of account specific strategic objectives and initiatives.  Janine boasts such notable achievements as numerous total replacement sales, creating the benchmark wellness program across the entire Kaiser Permanente program, and regaining access to a key public sector account frozen to Kaiser Permanente for over two decades.

Janine is a graduate of the former Fleet Business School in Annapolis, MD, and is currently pursuing a Bachelor of Arts degree at UMGC.  Janine is a licensed Life and Health Producer in Maryland, the District of Columbia, and Commonwealth of Virginia.  Janine’s professional affiliations include the National Forum of Black Public Administrators, DC Chapter, the Prince George’s County Public Schools Wellness Council, and the Prince George’s County Public Schools Community Schools Steering Committee.  Janine is also on Board of Directors for the Mission of Love Charities, Inc.

Janine resides in Prince George’s County, Maryland.  A native daughter of Maryland’s beautiful Eastern Shore, she enjoys all water activities and outdoor recreation.  A published author, Janine enjoys writing poetry and short stories in her spare time.  Janine also enjoys travel, music and giving back to her community.  She engages in weekly volunteer and community service work.

I am early in my career with Kaiser Permanente, working as Associate Account Manager for the Government of the District of Columbia and Maryland. I have been in the insurance industry for the last 23 years as a senior life insurance specialist and account manager.

With my experience in the industry, I am looking forward to acting as the Client’s representative to ensure that their request is met with a focus on improving the customer experience with a positive outcome. As an effective liaison, building and maintaining relationships it is my responsibility and passion to provide excellent customer service by addressing the concerns as quickly and effectively as possible.

I am a native Washingtonian and a Graduate of Morgan State University with a Bachelor of Science degree in Business Administration. I currently reside in Silver Spring, Md with my husband and enjoys physical fitness, traveling and spending time with my husband and two adult children.

Maria Harlan has worked over 25 years in the health insurance industry with the last 18 years focused on Group Medicare. Maria is very passionate in helping business partners and members understand the complexity of Medicare and show the value of group retiree benefits. Maria recently relocated to Maryland from Southern California and admires art, plays piano, and enjoys watching musicals, especially when her daughter is performing.

I have worked for Delta Dental for 29 years, all of them in the Sales Department.  I have been the Open Enrollment Manager for 21 of those years, overseeing over 3200 client open enrollment meetings each year, in addition to attending events myself.  I love helping members make decisions on their dental plans. 

Jen Vogel has team management and account management experience for more than 14 years. Her experience at EyeMed includes managing a team of small market account managers and as Account Executive on the national team.

 Jen works directly with companies to ensure that members get the most from their EyeMed benefits, with a focus on being a strong partner for HR and benefits department personnel.

Kaitlyn has been managing accounts for the last five years as a professional wedding photographer and a successful female entrepreneur. Before becoming an entrepreneur, she served as a human resources specialist in the United States Army for four years before honorably discharging to further her education in Criminology.

Christina Chapman is a Client Relationship Manager with Voya Health Account Solutions. She has been with Voya for 8 years. Her primary responsibilities include on-going administrative support for clients regarding day-to-day operations with guidance on best practices, billing questions, claims inquiries, and plan renewal discussions.  She also meets with her clients to discuss planning for upcoming events or changes, as well as ensuring the Voya relationship is meeting and exceeding expectations. Christina has 18 years of Client and Project Management experience.

Benefits Manager at M-NCPPC since 2012.  Worked in employee benefits since 1979, joining the Commission in 2006.  Graduated from the College of Notre Dame in Baltimore Maryland.  Obtained the Certified Employee Benefit Specialist designation in 1998.  Married with three children and currently reside in Laurel Maryland.

Ms. Washington is responsible for providing retirement planning services for the 457 Deferred Compensation Plan – including participant enrollment, investment education, retirement readiness education, and individual and group educational meetings.  She also provides personalized assistance in the development of individuals' retirement savings plans through onsite and virtual meetings.

Jean Murphy is an enroller and presenter for benefit fair events for Securian Financial. She provides education and resources to employees on the various Securian products such as Life insurance and Supplemental Health insurance. Jean is Life and Health insurance licensed in the State of Virginia. Jean has over twenty years’ experience in the employee benefits arena. Her experience includes carrier roles with several major health insurance companies as well as TPA (third party administrator) experience.

Account Manager at ComPsych since 2022. Graduated from Washburn University in Topeka, Kansas. Previously worked in Customer Success and passionate about people’s mental health and well-being. Has an adventurous rescue Chihuahua/Terrier mix and currently resides in Kansas City, Kansas.
